Propeller removal 40hp force/mercury '96

Really having trouble removing this prop. At 10 and 4 o'clock there are raised circular tabs that hold the locking ring.
I'm guessing the whole thing should just slide off with a puller but am asking in case that center part is somehow threaded on?
Any help much appreciated!! Thanks.

Penetrating Oil, Heat, Saw and Chisel, are probably what will be needed

Thanks. But does this whole assembly ( prop and hub ) pull off or is that some sort of threaded locking ring that I have never seen before?

Let me rephrase the question as I don't think it was clear.

Is there anything that anybody can see in this picture that
will prevent this prop from being pulled other than corrosion?
