proper drainage?

Ok, I know I?m not going to explain this right, so bear with me. I recently purchased a ?87 16? aluminum v-hull bass boat. I was pretty surprised to find a few inches of mud and muck in the storage bin under the seats. Then, this week, while cleaning the decks, I realized the water wasn?t draining from the right side of the boat. It was actually pooling up under the console. Then while cleaning out the back end, where there was also a good amount of wet muck, I realized that I was filling up the boat with water when the drain plug would get clogged with the muck. I then checked out the newly cleaned storage under the seat and found it half filled with water and more sand/dirt. The water was that high.

The problem seems to be under the back deck. A clog or something. I have no idea how to get to it though. It seems to be almost completely sealed off. Does this make any sense? When I took her out for a test drive, I noticed it leaned pretty far to the right. Especially when trying to get it back on the trailer. I thought it was just my fat butt, but now think there?s wet and heavy muck underneath the deck on that side too. I?ve already filled up 2plastic grocery bags with muck. Any ideas? Thanks
