I have a 23' center console with a '96 Evinrude 225hp v6. With a full tank of fuel (110 gal) and two guys WOT rpm is 5300. Is this lugging the engine? I've heard that you should be running about 5800 rpm for this motor at WOT.

Your prop is pitched to high. For every 1" of pitch you add, subtract 200 rpms. In your case if you want 5800 rpm, you need a prop that has 2" less pitch.(same rules apply when going down in pitch)
