proper way to set carb.?

WHAT IS THE BEST WAY TO SET A CARB TO PERFECTION. I HAVE A 30HP 1999 MARINER. THE AIR SCREW IS IT 1 1/2 TURNS? ANY ADVICE .

With the engine warm and in gear lean the idle mixture jet till the engine coughs then richen the mixture till it runs smoothly
