I have a 2002 Suzuki DF70 on a 16 Wahoo that is in the water for the season and have two question about its tilt position when at the dock; is there a correct side it should be turned to or centered in up-right position? also should it be tilted all the way up? Thanks in advance

Just tilt it all the way up and set the manual tilt lock, don't matter if it's centered or flopped port or starboard. Just can't screw it up!

Re: Proper way to tilt engine

after you tilt it up and set the lock as Robert said, drop the tilt so it sits on the lock, and then continue to run it until the trim pins are retracted.
In high salt conditions for long storage where the steering arm might stick, better to have the steering out than in, since it's easier to break it loose hammering in than hammering out. Otherwise as Roberrt said, doesn't matter
