Puget sound surf perch, just shiners or what?

I've fished in several locations with serveral different baitss off of local docks and boardwalks and have caught shiner after shiner, with the occasional sculpin to break the monotany. I have YET to catch a surf perch of any eating size. Do the larger species of surf pirch really exists in the Puget Sound or is the game book wrong?

try casting out farther with some more weight to get out there more. I have caught some nice fish off the rocks down south of post point/railroad tracks
