Pull cord retracts too slowly on '73 'Rude 2hp

I recently acquired a 1973 2hp Evinrude Mate 2. The pull cord was working fine, but then for some reason it was locked up and wouldnt pull. I found out it was a hydraulic lock from being on its side. I fixed it by removing the plug. But prior to that, I attempted to fix it by taking off the top cover by hitting an impact driver on the screw on top of the motor. I failed at that, even though I sprayed liquid wrench on that screw. I've since learned that removing the screw is not how to remove the cover, but then what is the proper procedure to remove the cover?I'm wondering if the lubricant or hammering are the cause of the slow recoil?

There are 4 screws underneath.

thanks for the tip. I got it off, sprayed the spindle and spring with wd-40, and now its working like a champ!!!
