Pull rope keeps binding up- '63 lightwin 3hp

this is my 1st boat motor, but i'm pretty handy with things and it kills me that i've spent the last 2 hrs in the heat over something so simple. is there something i'm just not seeing? :confused:

worked fine before, but i tore the motor down for a rebuild and now the rope seems to bind up going out and won't retract either. i never messed with the rope assembly, just unbolted it from the gas tank. it pulls and retracts fine off the motor. the thin stainless dust guard for the coils is facing the right way, and i've tried taking it out, and also taken out the big washer on top of it, and both of those things just made it worse. the flywheel is torqued down, so i would think it's seated all the way.

First place I would start would be to make sure the flywheel seated correctly.
It sounds to me as if the flywheel has pushed everything up just a tad.
You may have to pull the flywheel and make sure the flywheel key isn't binding it up from completely seating.

if the rope is frayed or worn it will cause that problem. replace rope. also if not frayed WD-40 works wonders on old recoils.

pulled the flywheel again and it's clean, no burrs or anything. torqued it down again and still won't go. found out that the pin that holds the little nylon engagement arm is barely rubbing on the thin stainless dust guard. i shimmed the cover out about .020 and that seemed to work. not sure what changed, but at least i can mess with it now.

got it fired up and runs great! gonna let it cool down, re-torque the head, check the plugs and take it for it's maiden voyage later on today.
