Pump Liner Gap

Hello,working on a 1980 Johnson 70 Hp. Just put together a new liner for a water pump noticed the gap was quite large .030 it this a defective liner?
also the book calls out a woodruff key sierra supplied a odd shaped plastic key
I have limeted time with the boat out of the water useing a freinds trailer. It may be clearer when I see the old one
