Purchasing a 1960s Sears 3.5 - questions

I found a 1960s Sears engine for $20 I'm gonna pick up tomorrow. The seller says he thinks it has compression but has never ran it. He says the person he bought it from told him it runs. Anyways what am I looking at here to get this engine running? Is it worth buying and messing around with if I'm not sure if it runs? What are some things I should look for before I buy it?

Compression is #1. If not a possible re-build. Ive had people say great compression and I tell them Im bringing my tester and the ad disappears for some reason. See if it has spark. Than remember alot of boat mfg's made a Sears motor. In the 60's possibly a McCulloch. Good motors

Ended up buying it for $20. Anyone know where I can get an owners or repair manual?

1961 Voyager 300. No impellor 3hp Eska
I believe what I actually have is a mid to late 60s Clinton 3.5hp motor. Here is a picture. The person I bought it from said when they bought it they could pull the recoil easily but now it can't be pulled at all. He said it was sitting outside for a while. Does this sound like an issue with the recoil or something else? Worse case I'm out $20 but I'm hoping I can get this thing running. Once I get past the recoil issue how do I connect a fuel line? I have never worked on boat motors so this is all new to me.
