putting in 2part flotation foam

Got a 14 ft fiberglass fishing rig. already replaced transom working on decking now. Question. If i use the 2 part foam, before i replace the deck, surely the foam will"rise". If foam rises higher than where the deck is going to be, can the foam be "cut down" or trimed off to allow for decking to seat properly? Maybe a crazy question, but I had to ask Thanks

Yes it can be cut with hand saw or whatever. I personally would and did do the foam after the deck was in place. All you have to do is cut a few holes in the deck to pour the mixed foam through before it expands.
