Putting the boat back together, will not start

This concerns a 2000? Mariner 200HP carbuerated motor. I am on the downhill run coming off a 3 month rebuild. I pulled my wiring harness to the console. I have a new switch, which has identical wire markings as harness. I attached all wires (red to red, blk to blk..etc.) and the neutral kill switch went in between the ylw/red wire on harness and switch. I turn the key and I get nothing. I checked voltage at the red and blk of harness wires and i get nothing. I checked voltage at the motor and I have 12.4. I feel like there is a key step I am overlooking. Any ideas?

Stump Jumper,
Try moving the shift lever fore and aft out of the neutral position to see if the shifter is really in nuentral. Sometimes on my boat when I try to start, it does the exact same thing. But when I move the throttle a little it kicks in. Do it while turning the key. Maybe this will narrow down the problem. Is the battery fully charged? These are simple things but maybe it is the simple thing that is the problem.

Yeah, the neutral kill switch was my first suspect. I tried that. Should I have power at the leads coming from the harness? I tested the red and blk there and I do not.
