Here in Wisconsin, boats under 16' (includes PWC) are not assigned titles, you just get a registration card, so the guy is probably not lying. When you apply for registration, they'll probably just want the previous owners registration card or certificate. Here's a link to a nice flow chart for Ohio to see how to proceed: web page . If I follow your situation correctly, it states you need to contact the Division of Watercraft Titling at 614-265-6480 for information.

Shawn, This is a real issue with alot of people. I all depends on where you live. I just lost out on a real nice boat on Ebay because the guy said he did not have a bill of sale. Tunrs out a lot of States did not start registering boats and PWC till late. In my case it was 1992 for NY boats. I live here in NJ and we register wheel chairs if they have a motor! Soon garden tractor too! Some sTates sill don't register boats at all. So call your local motor vehical and ask them.<br />steve

In NC you do not need to title them. If you (live here) and buy one from a state that doesn't require a title all you need is a notorized bill of sale. Check local laws, I'm sure (provided he's telling the truth) that there is a provision for this issue.

I'm in Ga. and haven't had a title (meaning similar to an auto title) for 14' aluminum boat, 17.5' bass type fish & ski boat (both bought used) or new 20' Bowrider. All have "Bill of Sale" which is adequate to get Ga registration. I would guess PWC's would be the same.
