question about 86 evinrude 4hp

just wondering if the float pin comes with that wire that attaches it to the arm.

I don't think it does because when I removed the carb it wasn't there.

I'm having trouble though figuring one thing out. does the rubber tip go up through the hole in the bottom of the carb or does it rest on the arm?

Point goes into hole to stop fuel as the float rises.

Normally the pin comes with the wire retainer in a float valve kit or carb rebuild kit. Also available by itself. Part# 0603145
