Question about J2CTD-carb

Hello, this little two horse has set in my gararge for a few years unused. The times I did use it, it ran like crap so it got set aside. Im finally tackeling it and have pulled off carb to start. It has a low speed adjustment and a high speed adjustment. My question is should the nut be tightened all the way in? The upper was in all the way,the lower was in only half way. Also where is a good place to start on these adjustments. In the past I have turned all the way in,then backed out one and a half turns. Just not sure because I have never had two to deal with. One of them the washer or packing is ok, the other is deteriorated. Can I use something else for this material? I just dont want or need to order a complete carb kit just for this, everything else is cleanable...Thanks, any suggestions will we appreciated very much.

Almost forgot...this had a J8C plug in it, thats got to be wrong,right?

By "nut" do you mean the packing nut? The packing nuts should be tightened so the needles can be moved with the knobs, but not be so loose that the needles vibrate out of adjustment. If you over-tighten the packing nuts, you won't be able to adjust the needles. What motor are we talking about?

Its a Johnson 2hp. Sorry yes I mean packing nuts...so they should be just finger tight? Im confused because one of them was tightened right up and the other was just hand tight.

If the adjusting knobs are vibrating out of adjustment, tighten the packing nuts. If the packing nuts are too loose, they could leak gas. Set the high speed out 3/4 of a turn. Low speed 1-1/2 turns. If it still runs bad, then you need to clean and rebuild the carb. I'd use a J6C plug.
