Question about my Eska 15hp Outboard

Hi all I am new here and I just got a little 12' fishing boat that included a 15hp Eska Outboard.



My question is: Does the prop have to be in the water for the discharge water to come out or can you use water muffs?

Thanks guys.....Honestly I felt stupid asking but I had heard very little about these motors and as my dad used to say, the only dumb question is the one you fail to ask. Although this may have been an exception.
