Well it worked same method same result. I figured out why the motor when assembled did not shift. It is possible to line up the drive shaft and have the shift shaft push up. Going to try to reassemble and go by feel to get it lined up have to go by touch, it is made difficult by the play in the shaft.

I have put force on the top end of the shift rod once lined up to keep the rod from doing what you are experiencing. Wire brushing the splines of the lower unit shaft part of it since male and easy to get to, and lubricating helps too.

Yeah I had to put the motor in forward to get the ears on the shift mechanism in the lower unit to line up to allow the lower unit to slide it. I kinds jiggled and flexed the shift shaft and it slid in place. The motor now shifts using the controller, much better mood than last night now.

Do understand mood swings as a function of success/failure.
