question about trailer wheels

I have this galvanized trailer with one rusty old painted wheel, and one really ugly new galvanized wheel. (and another slightly rusty spare wheel) all with newish tires on them. I want to get at least 2 matching galvanized wheels to run, and found these.

the thing that bothers me is it says load cap of 1660lbs. Is this per wheel, or as a set? boat weighs about 2100lbs dry.
