Question regarding rocker switches and electrical current

Hi Guys I've for the first time experienced an issue regarding no power to all 6 of my rocker switches. Glenn on this board has been a big help in locating my issue and i think im close to solvinh it. i have a couple questions for my knowledge.

#1 - I have 1 red accessory wire and 1 black wire leaving my battery compartment which runs under my pontoon deck and then comes up 6 ft up the boat in the control cabinet. The weird thing is I have 2 red wires and 1 black coming into the control cabinet. I can't get under boat under I pull from water so I'm wondering where is that other wire from. Is it split somewhere?? Both wires r only showing 3 volts so I know there is an issue in the line somewhere..

#2 the two red hot wires going to my rocker switches go to two separate rockers and then hop to other switches. Why are there 2 hot feeds going to my rockers .. If I rewire this can I just put 1 hot lead 12v to a rocker and jump to the others
