I'm about to rebuild my '81 140, my oem manual states that if I remove the rod caps to put new rod bearings in, to discard the rod cap screws. Are they not reusable? Do I have to get new ones?

yes, rod caps are "matched", when manufactured they make a complete round rod end, and "crack" it, so that cap only ever fits it's "mate" properly, and the bolts are sort of stretched when installed and need to be replaced.

If thats what your OEM manual says to do, thats what I would do. Why risk all the time and money you put into the rebuild with questionable rod bolts?
I'm not an outboard expert, but there is a possibility that those rod bolts are torque to yield, which means they stretch during the final torque sequence. They only stretch once, after that they are unusable. If your Shop manual calls for the rod bolts to be torqued X number of degrees after an initial FT-lb/In-lb torque, thats a dead giveaway they are torque to yield.
