Quicksilver safety clamp lock bracket identification

I have a Quicksilver part that came with my boat that appears to go over the "toggle" / transom clamp handles on my Mercury 25 hp. outboard motor. I could find no part number to identify it so I could find info on how to install and or use it properly. Attached is a picture. Please let me know if you have a picture of this installed and or if you can identify the name of the accessory so I can try to find proper installation instructions.

That is part of a lock, that slips over the clamps, then a padlock is installed to prevent theft.
