rack and pinion steering question

I have a 95 Mariner outboard that has a rack and pinion steering system. The steering on the boat is very stiff, and i did some research on here about how to diagnose the problem.
Here is what i did:
I disconnsected the engine rod from the end of the steering cable, and the engine will swivel freely no problems from left to right.

I then loosened the nut that holds the cable to the tilt tube, and lubed up the metal end of the cable to see if that was where the resistance was coming from. With my hands i can slide the metal end through the tilt tube without much difficulty.

However when i try to turn it at the wheel end, it still requires two hands.

Any thoughts on what could be going on? I think it could be a faulty cable.
