I have a 17 Fish. I mounted mine under the panel on the drivers side. Mine is an '01, so I don't know about yours, but the plastic panel has a curled lip on the bottom. I drilled two holes through that for the radio bracket, but it was flimsy, so I took a piece of aluminum and did a bit of an "S" bend on it. One side I attached to the back of the radio, the other side mounts to the backside of the panel itself, but up a bit higher so it gets screwed into wood, not plastic. I used a smaller wood screw for this so I did not run it through the outside. The face of the radio is flush with the panel. It's close to a power supply and I mounted my antenna aft, also on the drivers side, so my antenna wire snaked through just where the radio was. I mounted the microphone hook on the side.
