Is the prop you have on the one that came with the motor??

Could be a spun hub>.

EDIT--Does it get up to speed or just lug along??

May be heavy paint but somewhere on the prop you will find the numbers. Also who mounted the engine and is the incorrect shaft length causing problem. Finally, a 21' center console could weigh a whole lot more than your 16' ranger but unless you have a ton of weight in stern it should get up and lay down asap if the trim is correct.

bart if and seldom have i got it to happen. when i do get it to plain..i can hit 60 mph in seconds....this is just a thought. it has a long lower unit im guessing 25 inch..i bolted it on the boat with the top 2 holes so it is resting on the transom...cavitation plate is about 6inchs lower then the bottom of the boat. could this have some effect on that.?i can raise it up..my nieghbor seems to think that is what is wrong but he dont even own a boat lol

Think your neighbor is on to something anyway. I don't know how to get it posted here but in faq section there is info on correct height. Cavitation plate should be even or slightly lower that hull. Got to get ready for work.
It's under poboy 67

Getting the cav plate as even with the bottom/keel as possible would be the first thing to correct. Then water test.

That's your problem.

You either need a jack plate or something to raise your motor higher, or you need a different motor.
