If the top two plugs are oily and wet that's a sign of weak spark on those two cylinders. Or the needle and seat in those two carbs are not sealing when the float bowl is full which causes an overly rich mixture. The fuel filter will not remain full while running. That's normal. I doubt its a flywheel key problem. Try changing the plugs. Lastly, please stop using vulgar language. It's not necessary and won't help get your boat started.
