reading plugs for mixture

I've taken my boat out a few times now and am trying to get it dialed in. It has a 1972 65 HP 3 cyl johnson on it. My manual says to adjust the lower 2 carbs at 650 rpm and then do the upper at 1100 rpm. Since I have no tach yet I am doing it by ear and have all 3 low speed needles (high speed are fixed)1.5 turns out. my bottom 2 plugs look very clean with hardly any buildup of oil/carbon at all while my top plug seems to read a lot richer and is not very clean. What should the plugs look like? #1 is not excessively rich but is noticibly more than 2 and 3. Also why does the procedure call for adjusting the top carb at a higher rpm?<br />Thanks
