rebiuld kit for a 1975 johnson 40 hp

long story

i bought a rebiuld kit. it has little discs that i see that are on the carburator how do i get those out. the bigger disc is on the top of the carb and is covering the 4 holes past the throttle plate and the little one i have no clue what that is covering. the reason im asking is because i took the carb off the motor and i seen there was something black coming out of 1 of the 4 holes just past the throttle plate. so i think i figured out why my motor wont idle for more than 15 seconds.

I take a little screwdriver and drive it through the center of the plug and pry it out. It's quite soft. I drive it back in with a socket thats the right diameter. The black junk is liable to be from the inside of the fuel lines as they are disintigrating from age and ethanol. Maybe time to replace them all.

what would the small maybe 1/8 or 1/4 cover for should i take that out too.
