rebuilding tilt/trim pump

The (4 port)tilt/trim pump on my 1988 Force 85 is not working. If I disconnect/plug the trim ports, then the hydraulic tilt cylinder will pick the engine up, but then leaks down pretty quickly. I've even rigged up another pump from another engine to verify the pump is the proble, not the cylinder.

I've disassembled the pump but can't determine what is wrong. Any help is appreciated.
