rebuilt 85hp force wont start, turning too slow

Hi guys, longtime lurker, few posts!
I got an 85 hp Force motor on a bayliner last year (cheap!) the PO rebuilt it then it sat for about 3 years. It was never ran. I can turn it over but it seems too slow. I happen to have a parts motor so I did swap the starter as well as tried to 'jump' it from my truck, no change in speed. I didn't put a torque wrench on it but by feel the second motor (which was used last year) seems to turn easier with my hand on the flywheel.
I put some 2 cycle oil in each cylinder last week but it didn't seem to matter. It just doesn't seem to be cranking fast enough to start.Good spark on all 3 wires. I dont have a compression gauge but it blows my finger off each cylinder. ( I know, I need to get one!) I can hear what sounds like rubber rubbing in the leg when I turn the flywheel by hand, ? if thats the impeller.
So my long winded question is, is there anything I can do to 'loosen' this motor up or did it sit too long and needs new seals/rings?

If it was rebuilt, and not run in enough, it will be tighter than an older engine.

Does it speed up with the plugs out? (when you do this, remember to ground the plugs or plug wires so you don't ruin the CDI units.

Try shooting penetrating oil in the cylinders and spin with plugs out. Do this for a few days and see if it loosens up any.

One more thing, if you have a pitted solinoed, you may not get full amperage to the starter. Have you tried jumping to the starter directly?
