Rebuilt Engine Idle high

Ok Got everything back together and still have to play with timing but boat idles high around 1500 rpm. Not sure what problem is with timing, I think I have distributor in backwards or cam is 180 out. I had to reverse plug wires to get it to run but it cranked perfect after switching wires except for high idle.

Idle adjustment screw with spring on it does not bottom out. Is the idle adjusted with this screw or the rod mount near back of motor.

Anything else to try

4.3 Mercruiser 1992 with 2bbl carb

remove the throttle cable first, then set the idle speed and mixture, then attach the carb end of the cable and adjust the barrel part so there is some pulling closed when you push it on the stud.

And if that doesn't do it, find and fix the vacuum leak. Don't waste your time with the timing until you get it idling correctly. You can't set base timing at 1500 rpms.
