rebuilt tilt and trim still leaking

i have a 48 hp johnson and the tilt and trim was leaking out of the top shaft seal and i rebuilt the unit and bled it and it works fine but still leaks out of the top shaft seal . when i replaced the seal in the cylinder end cap (the cap with the spanner wrench holes ) directly under the seal is a groove that is filled with some waxy type stuff and alot of that was missing could this be my problem ?? any info would be greatly appreciated

You using OEM seal kit? Model of engine helps, to id parts and service manual.

The seal is a 2 part seal, the waxy stuff may be the old plastic backing.

Did you check out the rod being completely straight and not bent?
Did you polish the rod before assembly?
A bent rod or any scratches and it will leak as well as a wobbly/worn bushing in the end cap.

yes im using oem its evinrude brp kit 0435567 and my model is j48esleim i will order another kit and give it another try

no i took for granted that it was straight and never checked for scratches and did not polish . super embarrassed that i didnt do any of the three but thats my upcoming weekend project info much appreciated ill keep you posted thanks
