recirc valve question

I have an 1992 evinrude 200xp I have been having problems with it fouling plugs I checked the recirc valve and fluid and air can go both ways through it. Will replacing this little valve fix my problems?

Whether another problem exists or not is unknown at the moment, however, recirculating valves that allow flow in both directions results in having one cylinder run lean and another run rich. First step is to correct that problem.
