Recoil problems

I have a 1971 sportster 25hp evinrude that sometimes when you pull the starter rope it stays out then all of a sudden it sucks back in it might take a few seconds or a couple minutes. It snaps back with it seems an awful lot of force. Does anybody have a clue what I could do to remedy this.

the the 3 bolts mounting it off, then take recoil, you can use WD 40, and clean the recoil, it has old dirt, dust, etc, in it. then reinstall.
