Rectifier 1975 Evinrude 70hp

My question is, if the rectifier is bad, can it cause starting problems. I looked at my rectifier this morning and saw some fray wires and the wires were missing it's covering. I tape it up, but the one wire looks like its about to fall off. Does the rectifier have anything to do with starting this motor.

What kind of issue is it not turning over or not getting spark?

A bad rectifier will cause the battery to go dead. A very discharged battery will cause slow cranking speeds. The ignition system won't produce sparks if not cranked fast enough. So, in that case, yes it indirectly affects starting. Otherwise, no.
