Rectifier/Voltage Regulator questions

Can a bad voltage regulator cause idle problems? I tried using a inline spark tester on the number 1 cylinder and the spark tester did not illuminate/flash that I could tell (sunny outside). It definitely was getting spark because I grabbed the wires to make sure I had a solid connection and got zapped. At any rate, with the spark tester hooked up it ran really bad. It runs really bad at idle as it is.

Not sure how the CDMs work in conjunction with the voltage regulator. Can I have a bad CDM and have a good regulator? Is the inverse possible, where the regulator is bad, but the CDMs are operable?

The outboard in question is a: 1999 Mercury 115HP 2 stroke.

Any advice would be appreciated.

Since I did not get a response I researched via Google and found my voltage regulator was not functioning properly. The yellow wires that come off of the stator were burnt and melted together at the bullet connectors. I replaced the voltage regulator and the CDMs while I was at it for piece of mind. I started it up and it ran better, still rough but not as bad as before. While inspecting the motor when it was running I noticed the accelerator pump was pumping gas out of the hole (relief hole for excess fuel pressure). And it was pushing it at least 3 inches out of the hole, so I shut her down. Not sure what is causing this, but I will initiate another post to help tackle this issue.
