What is the red lever for on the fuel lines some type of valve.

What motor? more info please. I think you may be refering to the primer solenoid for cold start. It should be inlne with the body of the solenoid.

It should click when you turn the key to on, and push in.

Red lever should be part of the primer solenoid. Normal setting is to have the lever parallel with the solenoid body, or end of the lever pointing towards the end of the solenoid. Turn the lever at a 90 degree angle to solenoid and you have manual choke or a way to feed fogging spray through the valve stem.
