OK next time I need fuel, it going to be on the water, I cruised by the place today and didn't see any special instruction, Do you just pull up? do you have to contact them by radio first don't know if their is a rule about these things

Here we just pull up and usually there is someone there to help you with the lines, etc. The pic in my avatar is actually at the gas dock. You have to make sure to observe all safety rules with respect to refueling (all electric off, hatches and doors closed, blower off). After fueling you have to open the engine hatch if you have an I/O, sniff for fumes, if none run the blower for 4 minutes before starting. Make sure you don't spill fuel in the water, there can be big fines for that.

the five marinas i deal with all use the same procedure.
you idle up to the dock and they catch your boat and tie you up with THERE lines. they ask you to make sure every thing including all electronics are shut off, ask for every one to get out of the boat. then they fill it. some will remind you to turn blower on before you start up and some dont.

boating during the week you may have to blow horn for attendant. some have a sign, that tells you what channel to contact them. but wait for attendant, unless other wise instructed. on off days, at lot of marinas turn the power of to their pumps. theft safety.

I don't use the fuel dock, but in my area I hear people calling on the radio for transient dock space and fueling. They marinas monitor 68. I don't know if that is some sort of standard or just a local thing.
