reinstalling carb on johnson 9.5

I was wondering if when I am reinstalling my carb on a 1971 johnson 9.5 and I am tightening down the little thing that springs and controlls the throttle, Do I just make sure the throttle from the tiller is in the slow position (all the way pulled back) and then make sure that little thing that controlls the throttle is tightened on the carb at that spot?

I think I have it right, when I throttle the boat, it opens it in the carb, but I just wanted to make sure.
