relief vale body

hey guys. I have another cooling system question. I have a 1966 starcraft 18ft. believe the model to be a holiday. I have two hoses that come from the transom and are always same temp as water according to feel. I have replaced the lower unit impeller with a kit, replaced the thermostat. It still is running hot. In previous posts, I had stated that the sending unit was bad for gauge and I haven't replaced that yet but I know its running hot now due to yesterday it smelling really hot and it having vapors coming off it.
anyways, to my question. the two hoses that go to the intake, one goes to the front top of intake and the other goes to the bottom. The one on top goes to a relief valve body. What is this relief valve body and would it cause the motor to not cool right?????? the mechanical side of my brain says it will cuz it looks like it feeds a cavity that the engine mounted water pump draws from. am I right to assume that this vale is not operating correctly and it is not feeding the engine water pump water?????

use photobucket.com to post some pics. can find no reference to a pressure reliefe in the manuals for a 110 motor
