The two trim relays are triggered by the blue/white and the Green/white.
Wire the two sides of your switch one to the B/W and the other to the G/W.
When you hit your switch only one of the relays should trigger and raise or lower the trim.
If you have your switch wired to the SOLID Blue and the SOLID Green, then you are reading voltage supplied to one side from the switch and voltage RETURNING thru the trim motor, with NO GROUND the motor will not run.
The Black wire is simply a motor casing ground, it never sees any voltage. The motor is actually only two wires, Blue and Green, with permanent magnets the motor armature will happily run either direction depending on which wire is + and the OTHER wire -. Reverse the connections and the motor runs the other direction.
You much rather use the relays to run the motor, this way the major current flow is carried by the heavier wires, the trigger wires only carry a small current so they are less likely to heat up and cause a fire if anything seriously goes wrong.
