Remove bad paint from waverunner seat

I had the local vocational school to "just fix a crack" in my waverunner seat frame and the little darleens decided to paint it also. For some reason they decided to put play sand in the already to many coats of paint thinking it would make it "slip proof"....lol What A Mess!!! And the paint still is not dry after 4 days....
How can i get this off to the fiberglass so i can redo it myself......Paint Stripper?......Regards.......Tom

Hello fastback..

You could try some Acetone on a rag..then some serious vinyl conditioner after that..

Test spot of course..
