Remove Motor Handle Yamaha 9.9HP Elecitric Start

How do I remove the outside housing on a 1992 Yamaha 9.9HP with electric start. I had to drill out the stainless screw that held the exterior side covers. I do not see any other screws or bolts. What else do I need to do to get to the "gear controls". The engine will not go into reverse or forward.
