removing cleats on a 1991 2502 TROPHY

I have to replace 2 corroded cleats on a 1991 2502 TROPHY, but I do not know if they are attached with nuts inside the hull, and if I have to cut the hull to reach them, or if they are only attached with external screws.
Is anyone familliar with these problems?

I've replaced cleats and railings. In each case, the cleat or stanchion base was thru bolted. In each case, I could get to the bolts under the gunnel by removing cabinets, refrigerators or seats. This was not as hard as you might think. I posted some pictures of my railing rebuild here:
