Removing Outboard 88spl

When trying to remove outboard from transom is it only the 4 nuts that I have to remove? I took the nuts off and the mount seems to not want to detach the transom. I did not force it too much. what is the best method to resolve this. I have it attached to a cherry picker.

lift it up its only 4 1/2" bolts and nuts.
are the bolts out?
push them trough the transom.

you schould be loose.

might be some 5200 sticking.

Or the steering cable is hitting the transom and the engine won't clear the bolts. Push the bolts out and lift it up.
