I have removed the flywheel and exposed the aformentioned part on my 1985 Evinrude 150HP anniversay engine. After removing the bolts, I expected the part to move freely off the engine. However, it did not. I read the clymer manual and it seemed so straight forward. Any idea on how loosen this off the engine. What am I missing? As always, thanks.

If you got the six bolts out holding it down, the only thing holding it is the gasket. Just pry up on it with a large screwdriver. Should come lose. Look around the base....seems I recall a gap you can get a screwdriver in to pry it lose.

After 20 years, that part has become accustomed to being there. You're going to have to use a little persuasion like OBJ says. Be prepared to chisel that gasket off the block, but be careful not to damage the surface. It your regulator didn't come with a gasket, you'll be needing one.
