Removing steering cable

Have a '83 Thundercraft w/70 hp Mariner ob. I was able to pound the steering arm (stuck) so far but now the cable is hitting the hull on an angle. Is it possible to remove all of the bolts holding the motor and then slide it along the transom to give me more room or do I have to pull the motor completely off?

Kind of hard to see from here, if you have enough room to slide it over.

I would definitely hoist it up, rather than trying to balance it on the edge.
