repair deck/transom Cobia

I am new to this forum and have been reading for hours. There is a ton of great info here. I have a 1985 Cobia Odyessy 214 VBR and I am repairing the deck and probably more based on my reading so far. I have run into a concern on the transom. It appears to still be solid, but the decking is bad that butts up to it. The transom and the engine compartment are coated with something that looks like tar. My concern is when it comes time to glass in the new decking to the coated transom. What is this product and what do I need to do to prepare the surface? Thanks in advance for your help!

Welcome to iboats william...

Tar stuff you say..hmm..the only think I can think of is some kind of fire retardent.. Im sure someone will pipe in here about that..

As far as glassing..you have to remove any and all coatings back to fiberglass before you layup on the surface.
