Repair hole in fiberglass stringer

It's a foam filled fiberglass stringer. Looks like the previous owner attached a bar or something to the stringers in this boat, leaving a 1" hole in two stringers where they mounted it. How do I fill it? The foam is damp, but not saturated. I was thinking the best option is to glass it. But I can't get access to the glass from the inside of the stringer, where its full of foam. Should I just grind it down and glass over the outside?

one option is dissolve the foam with solvent and then fill with an epoxy that bonds to wet or damp surfaces - with sand mixed in to provide bulk and mass

Just do a quick patch on the outside. All you are trying to do stop more water from getting in.
