Repair rubber bumper on RIB

I have an 18 foot Novamarine RIB that has a hard rubber bumper that goes around the outside of the boat just above the water line (think of it like the harder rubber on the toe of a sneaker). On one side of the boat the bumper ha been pulled off by getting hooked on something on the dock and now hangs loosly.

Is there a glue or some other repair kit that will allow me to re-attach the bumper to the inflatable surface?

The glue has to be flexible enough to tolerate the flexing that normally happens with inflatble tubes and also not damage the inflatable material. The boat is in a salt water environment with plenty of sun so UV tolerance is also important. Thanks for your help.

Everything you need to make the repair including instructions are on this site. Be sure to buy the proper glue for the material your boat is made from. i.e. PVC, vs Hypalon, etc...
