Repairing ski tow hook

My buddy just bought an old deck boat in need of repairs. The first thing he wants to fix is the "eye" on the back. The one you use to hook your tow rope. It has been knocked out and replaced and caulked in. What is the best way to get this repaired so he can pull a tube with it?

Take it off.

Repair the area with marine tex and re-drill the holes.

Install a plate of aluminum or stainless steel on the inside to spread out the load.

When you are ready to install the hook again DO NOT use any silicone but you should use 3m 4200 or 3m 5200 to keep it all sealed up.
